Água voltou a inundar casas de dois bairros da cidade gaúcha
A água voltou a alagar ruas inteiras em Eldorado do Sul, no Rio Grande do Sul, nessa quinta-feira (20). A inundação atingiu os bairros da Cidade Verde e Vila da Paz, trazendo revolta e incerteza para os moradores do pequeno município de 40 mil habitantes devastado pelas chuvas de maio. A prefeitura estima que 97% da área urbana e 80% da área total do município ficaram submersas na maior catástrofe ambiental da história gaúcha.
Em algumas das ruas de Eldorado ainda é possível ver, mais de 45 dias após a enchente, montanhas de entulhos, carros arrastados pelas águas abandonados no meio da rua e até casas inteiras de madeira que foram deslocadas com a força da correnteza.

Revoltada com essa situação, a dona de casa Inês da Silva, de 47 anos, tentava limpar a casa que voltou a ser invadida pela água. “No início da semana eu vim aqui e fiquei feliz que a água não estava mais na frente da minha casa, mas agora começou de novo”, lamentou.
Dos 40 mil moradores, mais de 30 mil foram atingidos pela enchente do mês passado que, em alguns pontos, chegou ao primeiro andar das casas. Após 28 dias com alagamentos, a população tentava limpar as residências para recomeçar a vida, mas novo aviso de alerta nessa quarta-feira (19) pediu para as famílias das áreas mais vulneráveis deixarem novamente suas casas.
Inês da Silva vive sozinha com três filhos, sendo a mais nova de apenas 6 anos. “Nosso psicológico está abalado. Eu já não durmo de noite mais direito. Quando a gente quer descansar, a cabeça da gente vem com tudo. É nosso lar, né? É a única casa que a gente tem. Aí, quando a gente quer voltar para as nossas casas, acontece isso aí de novo”, desabafou.
A dona de casa disse que hoje vive de aluguel, mas que não pode pagar por muito mais tempo. Ela lembrou que sua filha pegou pneumonia no abrigo e que chegou a passar fome e sede nos primeiros dias após a enchente. Para ela, a saída deve ser uma indenização para os atingidos.
“Não somos obrigados a morar no lugar que eles querem. Ou faz esse dique [para segurar as enchentes] ou a gente vai embora daqui com a indenização. Queremos uma indenização para a gente escolher um lugar onde a gente ache digno de morar. Eles indenizam nós e acabam com essa cidade, porque a cidade, na verdade, já acabou, né?”, afirmou.
Eldorado do Sul ainda tem 5,4 mil pessoas desalojadas e outras 557 em abrigos da cidade ou de municípios vizinhos.

O pescador artesanal Luiz Antônio Ceccon de Albuquerque, de 53 anos, está no principal abrigo da cidade com a esposa. Eles viviam no bairro da Picada, às margens do Rio Jacuí, uma das regiões mais vulneráveis às cheias. Ele contou que tinha voltado para sua residência há apenas 15 dias depois das chuvas de maio, mas decidiu abandonar novamente a casa por medo de a água subir demais.
“Conseguimos a doação de cama, de colchão e ficamos ali. O fogão estava funcionando. Ganhávamos a cesta básica e estávamos fazendo comida. Aí ontem surgiu esse alerta aí da Defesa Civil. É bem impactante. Eu vou ser bem sincero, eu já chorei várias vezes”, confessou.
Luiz espera poder regressar para sua casa e retomar a atividade de pesca. Ele defende que o Poder Público tem que olhar mais para a população pobre. “Acho que eles deveriam dar uma olhada para nós. Eu sei o que eles querem. Eles querem que a gente saia da ilha, que a gente abandone as nossas casas”, destacou.
Futuro de Eldorado
O local que Luiz vivia, às margens do Rio Jacuí, dificilmente terá condições de se manter depois da última enchente, segundo avalia o vice-prefeito de Eldorado do Sul, Ricardo Alves. A principal aposta da prefeitura para segurança dos moradores é a construção de um dique em volta do centro urbano da cidade, o que excluiria as comunidades das chamadas ilhas, no leito do Rio.
O projeto para construção do dique já existe há 12 anos, mas agora, com a enchente, o vice-prefeito acredita que ela deve sair do papel. “Como todas as grandes obras do país, infelizmente elas demoram em sair do papel. Só que agora ela ganhou, devido a essa notoriedade que deu ao Eldorado do Sul à nível nacional, parece que o projeto felizmente virou prioridade. Pena ter sido as duras penas da sociedade”, disse.

Segundo o vice-prefeito, a obra é estimada em R$ 460 milhões de recursos da União e gestão do governo do estado do Rio Grande do Sul (RS). Ricardo informou que falta apenas o projeto de execução e que o governador Eduardo Leite (PSDB) prometeu realizar a licitação ainda esse ano.
“A gente não quer abandonar a cidade, a gente quer que ela continue crescendo, e a população continue apostando nela. Mas para isso, a gente precisa muito desse sistema de contenção de cheias”, disse, acrescentando que cerca de 1,5 mil residências não vão mais poder ficar onde estão.
Outras duas obras que a prefeitura aposta para evitar novas catástrofes é a elevação das rodovias que cortam a cidade, uma vez que elas retêm a água e contribuem para os alagamentos, e a dragagem dos rios que estão assoreados e não escoam como poderiam.
“Se pelo menos duas medidas dessas três medidas não forem executadas, Eldorado pode vir a sofrer novamente no futuro e deixar uma incerteza sobre o que vai acontecer com a cidade”, completou Ricardo.
